In California, anyone can stand out in front of Walmart handing out flyers, getting people to join a group, register to vote, church, etc.
Call the city attorney where you live and ask what the local ordnance is.

Okay! All you need to do is find out if the sidewalk outside Wal-Mart is public or private property.
If it is public, under the 1st amendment, then you have the freedom of petition.
If it is private, then you have to have the permission (I recommend written) of the manager of that Wal-Mart.
If you are standing directly outside the Wal-Mart or in their parking lot, you require permission from the Wal-Mart. It is private property.
Its all dependent on which state and city you live in. Since the wide variety of local governments make each and every situation different, you’re going to have to do a little bit of personal research. You should easily be able to find it on the City’s (if they have one) or the State’s personal .gov website.
Usually, though, there isn’t much. You’ll have to talk to the Walmart in question to get their permission to be on their property. You may have to contact your city council and/or mayor and see what petitions or qualifications you’ll have to abide by. Usually, though, they’re pretty lenient. There may be a specific license or something to that nature you’ll have to get before actually standing and handing out papers, but it won’t be too much of a hassle. Like I said, though, your situation would be different than mine or anyone else’s for that matter.
