I think (this may vary from state to state) that paying the ticket would cost less than paying the lawyer. If there is a possibility of losing your license or going to jail, then get a lawyer.
Seatbelt violations can be pretty hefty fines, but getting a lawyer for an hour will cost you more. Check with the court what your fine/penalties are and go from there.
